Hassabis's testimony to the US Senate Commerce Committee's AI Insight Forum (November 2023) is his most policy-focused statement. He argued for international cooperation on AI safety governance modeled on the IAEA (nuclear non-proliferation) or CERN (collaborative scientific infrastructure) — shared safety standards enforced through international treaty, combined with a shared scientific foundation that no single nation controls. On the commercial versus safety tension: he argued that the companies best positioned to do AI safety research are also the frontier labs, because safety research requires access to the most capable models. This creates a structural problem: the entities with the most safety incentive are also the entities with the most commercial incentive to deploy fast. He called for independent evaluators — third-party organizations with access to frontier models for safety evaluation before deployment. He also pushed back on the 'AI winter' framing — arguing that even a brief slowdown in frontier development would shift the safety frontier to less safety-conscious actors, not pause the race.
